Pre-Construction

A part of KDB’s pre-construction design build effort is providing our clients with timely and accurate cost models throughout the entire DB process. Working with developers, construction management, architects, engineering consultants, and others, KDB engineers and estimators provide innovative ideas along with cost models to assist the developer in developing and maintaining budgets. 

Whether provided with a conceptual project in its earliest stages, or with a partial basis of design, our experienced design build estimators in conjunction with our professional engineers utilize the latest software and estimating systems to assist the team in developing cost. 

Our preconstruction team can also provide peer review services and design assist evaluation of means and methods to produce a path to the budget goals on many projects.  Whether this is derivative of a plans and specifications bid process or at any level of the design development process our team of experienced estimators and preconstruction leaders will evaluate cost effective materials, equipment alternatives as well as perform a constructability review including prefabrication methods. 

KDB also pursues the full range of fully designed projects.  Our “Plans and Specs” team pursues a targeted variety of healthcare, data center, education and Federal and commercial construction projects best suited to our talent and capabilities.  

A team developed material standard evaluates best value for materials including reliability, serviceability, safety, durability and cost to provide affordable quality to the project. 

KDB specifically utilizes the “Trimble AutoBid” estimating software in conjunction with the “CINX” pricing update service. With these tools, KDB estimators provide our clients with the most updated and accurate industry pricing available.

Andrew Huck, PE, LEED AP

Vice President of Pre-Construction

Mr. Huck is a Mechanical Engineer with over 21 years of experience; specializing in the development and delivery of Design-Build projects. Andrew excels in managing client relations. In his role, he oversees design department with responsibility for document production, project progression and financial results. With very strong technical writing and oral communication skills, he fosters a collaborative environment at the department level as well as within project teams. Andrew is experienced in Integrated Project Delivery.

Mark Rinker

Mark has 26 years in the construction industry with 20 of those years in an executive role. After studying construction technology and business in the Maryland area, Mark has participated in the pursuit and construction in all vertical markets encompassing multiple locations in the Maryland, Virginia and DC metropolitan areas. Mark has solid, long lasting relationships with general contractors, owner’s reps, subcontractors and consultants.

Throughout his 26 years of experience his career has maintained consistent growth. His vastest responsibilities as a former CEO in the industry, consisted of overseeing all aspects of construction from marketing, pre-construction, construction, contract negotiations and year-end financial reporting. Mark managed over a hundred of employees and annual earned revenues reaching 70 million; with a backlog greater than 100 Million.

As an excellent communicator, trusted decision maker and team builder with a strong background and devoted relationships in the construction industry, Mark strongly believes that understanding first-hand what all positions need to perform at their optimum efficiencies, allows him the ability to develop and support a powerful team.

Bill Pawlak

Vice President of Pre-Construction

With more than 32 years of experience in the mechanical contracting industry Bill has held the positions of Project Manager, Estimator and Vice-President of Estimating and Purchasing with responsibility for all aspects of mechanical cost estimating for projects up to $125,000,000. Projects include HVAC, plumbing, medical gases and general construction on projects that contained more than 60% mechanical work. He has been responsible for overall project management, coordination and marketing.
